Requirements
- Completed PApoi Quest, PAnnihilator
- 160 lvl
- DACC
- items: 10 Zap plate, 30 Stone plate, 30 Splash plate, 40 Mind plate, 50 Spooky plate, 60 Flame plate
- Pokemon with ability Surf for example Mantine
- Pokemon with ability Dive for example Blastoise
- Pokemon with ability Rock Smash for example Golem
- Pokemon with ability Cut for example Meganium
- 8 players in order to start quest
First orders of Inquisitor
In order to start you will have to find Npc Kyothe (marked with blue circle) that is located on 150+ here: 
Then you have to start conversation with. (Hi, mission) After which you will receive your first task:
Defeat 300 Ampharos and bring 10 Zap plate
After completed task and bringing 10 Zap plate you will receive next task after you say Hi -> Mission
Defeat 200 Tyranitar and bring 30 Stone plate
After completed task and bringing 30 Stone plate you will receive next task after you say Hi -> Mission
Defeat 800 Blastoise and bring 30 Splash plate
After completed task and bringing 30 Splash plate you will receive next task after you say Hi -> Mission
Defeat 1400 Alakazam, 1200 Gengar and bring 40 Mind plate and 50 Spooky plate
After completed task and bringing 40 Mind plate and 50 Spooky plate you will receive next task after you say Hi -> Mission
Defeat 1200 Elder Charizard and bring 60 Flame plate
After completed task and bringing 60 Flame plate you write again for your next mission
Get the power of the seal and defeat Lugia
After completing all task you will get possibility of teleporting into room from which you will obtain all seals needed in order to get to Lugia. In the room you will have to gather 8 players and every person will have to move into trapdoors, that will open stairs to the room with a first seal First seal,
After appearing of the stairs and going upstairs you will appear in this room. (follow red arrow)
Next you will find each other in psychic room. 
After going into TP you will appear in room with Mega Alakazam and Mega Gengar you have to defeat them and use tablet with mew +/- at the middle of the room. Then go into tp on top and time for a second seal.
Second seal
You will appear in "cold" room. Kepp moving further with the help of a map
