You can't have started Botanics Studies quest because you won't be able to start this one.
Way to Island
In order to go to Twin Rocks Isle, you have to go to gym in Mossdeep.
Use Twin Rocks Ticket and talk with NPC Tate and Liza.

Mission 1
Npc gives you mission to examine the temperature for all 34 pokemons, that are located on this island in the ice part.
Use thermometer on pokemon.
