Requirements
Path
Starting out from Mauville, travel south of the city, use a Pokemon with the ability Surf and follow the arrow.
At the end of the arrow, there is a whirlpool which allows to enter an underwater cave using the ability Dive.
Follow the arrow underwater. At the end of the arrow, there is a chest with a reward.
