DACC
In other words, Premium Account which we can get by purchasing 
10 diamonds in Donate Shop or by buying it from other players.
With 10 diamonds we need to go to the NPC Sr. Eko (you can find him near NPC Juanito), who will change them for 30 days premium. Conversation with the NPC below.
Sr. Eko: Hello Playeer. I can change your city residence, change your sex, sell premium and decrease a level of your Pokemon.
Player: premium
Sr. Eko: You want to buy 30 premium days for 10 diamonds?
Player: yes
Sr. Eko: You have purchased 30 premium days.
The next possibilities are Pokemon skills such as: Surf, Fly, Dive, Ride, Teleport - thanks to them we have access to bigger amount of quests and spots.
