Starting out from Fuchsia, you should mount a pokemon with the ability "Fly" or "Surf" and follow the arrows.

Descend to the lowest floor.

In order to open the door in front of the stairs, you must have Training Alakazam quest completed.

At the end of the arrow, there is a chest with a reward.
